Emerson to update controls at power station serving PetroChina's Dalian Refinery

PITTSBURGH, PA, September 26, 2008 -- Emerson Process Management is updating the controls at a power station that provides electricity and steam to PetroChina’s Dalian Refinery, located in northeastern China’s Liaoning province. The refinery is expanding its operation, which will boost annual production capacity to 20.5 million tons, making it the largest refinery in China. Emerson will install its Ovation expert control system at the captive power station, which is undergoing a comprehensive modernization as part of the complex’s overall expansion.

The power station, which is fueled by cracked gas and residual oil – byproducts of the refinery process – consists of three older 25-MW units controlled by outdated PLC control systems, as well as two newer 25-MW units that utilize Emerson’s previous-generation WDPF distributed control system. There are three distinct phases to the control system project.

First, in September and October 2007, Emerson performed a WDPF-to-Ovation migration for the two newer units. From its inception, Emerson’s Ovation system was designed to allow a straightforward migration path for users of its WDPF systems. Emerson's migration path allows WDPF customers to retain much of their investment by allowing them to keep existing I/O cards, field cabling, terminations and cabinets; as well as their system engineering investment in control logic, graphics and the database. This enables users, such as PetroChina Dalian, to increase the functionality of their control systems in a cost-effective way.

For the second phase of the project, Ovation was installed at the power station’s new auxiliary facility, which includes a deaerated water station, heating exchange station and condensed water station.

Emerson is currently in the third and final stage of the project, completely replacing the PLC controls in the older units with the Ovation system. Once this is accomplished, the power plant will be equipped with a fully integrated control solution utilizing Ovation technology. The Ovation system will perform data acquisition; monitor and control the sequence control system, water treatment control and furnace safeguard supervisory system; and interface to existing turbine controls.

In all, Emerson will supply 13 redundant Ovation controllers, nine operator workstations, two engineering stations and one historian.

The Ovation system was designed specifically for the power industry and has been proven in thousands of installations throughout the world. Ovation, a key component of Emerson’s PlantWeb digital plant architecture, leverages commercially available hardware platforms, operating systems and network architectures, and boasts a number of industry-leading advanced technologies. These include the incorporation of embedded advanced control algorithms; a mission-critical, Fast Ethernet network for high-speed communication of plant information; the industry’s most powerful controller to optimize plant performance; and a full line of analog, digital and special-purpose turbine and boiler I/O modules; among others.

“Unlike other control system suppliers, Emerson has technologies and expertise that is power focused, which we consider a tremendous asset,” said Tang Lifeng, instrumentation & controls supervisor, PetroChina. According to Lifeng, PetroChina wanted to increase the productivity and improve the reliability of the power station in order to support the expanded refinery. “Unifying our controls under the Ovation platform will enable us to meet these important objectives,” he continued.

“The Dalian refinery expansion is central to PetroChina’s bid to become the largest oil refinery in China. We are pleased that the organization turned to Emerson for this project, where there is so much at stake,” said Bob Yeager, president of the Power & Water Solutions division of Emerson. “Just as we have seen with other customers who have chosen Ovation, we expect that once the power station modernization is complete, PetroChina’s Dalian facility will operate at higher levels of efficiency, reliability and availability.”
